किसी राजनैतिक दल में सचेतक (ह्विप) वह व्यक्ति होता है जो उस दल में अनुशासन बनाये रखने के लिये उत्तरदायी होता है। संविधान में विधायक दल के नेता को परिभाषित नहीं किया गया है। आमतौर पर राजनीतिक दल के संचालन दस्तावेज में ही विधायक दल के नेता का प्रावधान है। यह नेता आमतौर पर पार्टी के विधायको में से ही चुना जाता है। कोई राजनीतिक पार्टी विधायक दल के नेता को व्हिप जारी करने के लिए अधिकृत कर सकती हैं। ऐसी स्थिति में जो विधायक, इस व्हिप का उल्लंघन करते हैं, उन्हें सदन की सदस्यता से अयोग्य ठहराया जा सकता है। यहाँ यह ध्यान देने योग्य हैं कि विधायक दल के नेता व्हिप जारी करने की शक्ति राजनीतिक दल देता है इसलिए यह व्हिप राजनीतिक दल की ओर से जारी की गई मानी जाती हैं।

A whip is an official of a political party whose task is to ensure party discipline in a legislature. This means ensuring that members of the party vote according to the party platform, rather than according to their own individual ideology or the will of their donors or constituents. Whips are the party's "enforcers". They work to ensure that their fellow political party legislators attend voting sessions and vote according to their party's official policy. Members who vote against party policy may "lose the whip", being effectively expelled from the party.
