अत: ऐसे में राज्य के स्वामित्व वाले निकायों के उत्पादक केंद्रों, अन्य राज्य विदयुत निकायों के संयंत्रों, केंद्रीय उत्पादक केंद्रों का स्वामित्व रखने वाली कंपनी और आईपीपी इत्यादि के बीच इस तरह के कोयले के उपयोग में लचीलापन संभव हो पाएगा।

जहां तक राज्य/केंद्रीय उत्पादक संयंत्रों में कोयले के इस्तेमाल का सवाल है, इसके तहत संयंत्र की दक्षता, कोयला ढुलाई लागत, पारेषण प्रभार और विद्युत की कुल लागत को निर्णायक पैमाना माना जाएगा।

सभी हितधारकों के साथ सलाह-मशविरा करने के बाद केंद्रीय विद्युत प्राधिकरण राज्य अथवा राज्यों को सौंपे गए कोयले का इस्तेमाल अपने खुद के उत्पादक केंद्रों, अन्य राज्य उत्पादक केंद्रों, सीजीएस और आईपीपी में करने की कार्यप्रणाली जारी करेगा।
Similarly methodologies for use of coal by company owning CGS for use of coal in their own plants or any other efficient plants shall also be issued by Central Electricity Authority.
इसी तरह सीजीएस का स्वामित्व रखने वाली कंपनी द्वारा कोयले का इस्तेमाल खुद के अपने संयंत्रों अथवा किसी अन्य कार्यसक्षम संयंत्र में करने की कार्यप्रणालियां भी केंद्रीय विद्युत प्राधिकरण द्वारा जारी की जाएंगी।
